Special Education Services: Child Find Notice
In accordance with state and federal laws Orange East Supervisory Union, serving the towns of Bradford, Corinth, Groton, Newbury, Ryegate, Topsham, Thetford, and Wells River serves notice that special education and related services are available to appropriately identified individuals between the ages of birth through twenty-one. Any individual wishing to take advantage of these services or desiring additional information may contact Sabrina Brown, Director of Student Services at (802-222-5216 x6111)
If there are parents within the school districts who should have this information interpreted or written in other languages, please notify the Orange East Supervisory Union.

Designation of Directory Information & Right of Refusal
Schools in the Orange East Supervisory Union may disclose designated directory information on students and eligible students* without the prior consent of the parent of eligible students, and without any record of such disclosure. The following types of personally identifiable information have been designated directory information:
Disclosure may include such personally identifiable information contained or reflected in photographs.
If you are the parent of an eligible student currently attending any of the schools in the Orange East Supervisory Union, you have a right to refuse to permit the designation of any or all of these types of information as directory information concerning your child or (if you are an eligible student) yourself, by providing written notice of your refusal, listing the types(s) of information which you refuse to have so designated, to the principal of the school your child attends (or the school you attend, if you are an eligible student), not later than 15 working days of receipt of Annual Notice Regarding Student Records.
*You are an eligible student if you are at least 18 years of age or are attending an institution of post- secondary education.

Educational Support System
All Vermont schools are required to have a tired system of academic, social emotional and behavioral supports commonly referred to as “MTSS.” Therefore, per policy, all schools within Orange East Supervisory Union must develop and maintain, in consultation with parents, a comprehensive system of education that includes a wide range of layered supports. This system of support is designed to enhance, supplement and intensify classroom instruction resulting in practices that support, to the greatest extent possible, the success of all students in the general education classroom. This approach recognizes that both high quality instruction and additional layers of support may be necessary for some students. The schools of Blue Mountain, Bradford, Newbury, Oxbow, Thetford, and Waits River Valley have developed an educational support system and educational support teams. Parents, teachers and/or students may make a referral to school based teams through their classroom teacher when a student is at risk of failure or requires additional assistance in order to succeed in the general education environment. This system is designed to provide all students with the supports and interventions they need to be successful regardless of eligibility for categorical programs.
Destruction of Records
Notice of Destruction of Special Education Records

Individual student special education records which have been collected by the Orange East Supervisory Union related to the identification, evaluation, educational placement, or the provision of special education in the district must be maintained under state and federal laws for a period of five to seven years after special education services have ended for the student. Special education services end when the student no longer is eligible for services, graduates, completes his or her educational program at age 22 or moves from the district.
This notification is to inform parents/guardians and former students of the Orange East Supervisory Union’s intent to destroy the special education records effective September 16, 2024 of students who are no longer receiving special education services and whose graduation year is prior to or inclusive of 2018. These records will be destroyed in accordance with state law unless the parent/guardian or eligible (adult) student notifies the school district otherwise.
After five to seven years, the records are no longer useful to the district but they may be useful to the parent/guardian or former student in applying for Social Security benefits, rehabilitation services, college entrance, etc. The parent/guardian or eligible adult student may contact the Special Education office at 802-222-5216 ext. 6114 to make arrangements to pick up their records or you may contact us in writing at the following address:

August 2024- Annual Public Notice of Non-Discrimination

River Bend Career and Technical Center is pleased to announce that it is offering, among other programs, the following Career and Technical Education Programs of Study for the school year 2024-2025:
21st Century Media & Design, Automotive Technology, Construction Technology/ Residential Energy (CTRE), Cosmetology, Culinary Arts, Cybersecurity, Diversified Agriculture and Natural Resources, Emergency Services and Fire Management, Health Science Technology, Heavy Equipment Operations and Management, Teacher Education – Multiple Levels.
Admission to these programs is open to all students enrolled in Blue Mountain UHS, Rivendell Academy, Thetford Academy, Woodsville HS, Oxbow HS, and home school students throughout the region.
